    Introduction

    District Water and Sanitation Mission is one of the most important Department in the Zilla Parishad. Project Director (JJM) is the Head of this department. Building of individual household latrine, community toilets Solid Waste Management] Liquid waste management, Gobardhan, Fical sludge management, Plastic wase management are the main work of this department. Public awareness activities and training Programmes are also Implement by this department.

    Objectives

    1. Through the District Water and Sanitation Mission Department, important plans of the Central Government of Swachh Bharat Mission (Rural) and Jal Jeevan Mission are implemented at the village level.
    2. From the Central-sponsored scheme of Swachh Bharat Mission (Rural), the eligible beneficiaries are given Rs 12,000/- incentive for building of individual toilet. Also, construction of community toilets, solid waste and liquid management, Gobardhan, Plastic waste Management, Fical sludge management projects are implemented at the village level.
    3. The Centre -sponsored scheme of the Jal Jeevan Mission provides personal Water Tap connection to every household.
    4. The District Water and sensitisation Mission conducts training and awareness activities of various sanitation issues.

    Objectives and functions

    Objective of Swachh Bharat Mission Scheme: To provide all citizens with the benefit of a healthy life and to adopt hygiene habits by providing easy access to toilets for women, elderly and children and to make the entire environment pollution-free by making soil, air and water pollution-free and making the society disease-free. The objective of the scheme is to adopt a dignified, healthy, stress-free lifestyle and to manage sewage, solid waste, filth etc. in a proper and environmentally friendly manner.

    Individual Household Latrine (IHHL) :-

    The Central Government has launched a Swachh Bharat Mission Scheme on 15 th August 2014. The Swachh Bharat Mission (Rural) provides the benefit of personal toilet incentives to the families who are eligible for non -personal toilets at the Gram Panchayat level. Thane district has been declared ODF (Open Defecation free) On 7th march 2017. Under the Swachh Bharat Mission (Rural) eligible beneficiaries are given Rs 12,000/- incentive for building of individual toilet.

    Community Sanatory Complex (CSC): –

    Community Sanatory Complex are being made available for house holds who do not have IHHL in the village as well as for various reasons in the village. In some Gram Panchayats, Pay and Use methods are also being implemented. So that the cleanliness of the CSC is maintained for a sustainable period and maintenance repairs can be done from the amount received. Through this, every village will help to create a clean and beautiful atmosphere in public.
    Considering the predecessors of CSC, need of CSC for Villages, electricity, water availability, maintenance and Repairs facilities, Village level Maintenance and Repair costs, selection of Place for toilet facilities, guarantee of the Gram Panchayat for continuous use of CSC etc., Approval given for CSC on Zilla level.

    Solid Waste Management: –

    A lot of waste materials are produced from various daily activities of human beings, they are called solid waste This waste material can become a valuable source of energy if we dispose of it properly. Solid waste is also a serious issue in human society in terms of economic development, environmental degradation and health problems.

    Household level and public level waste bins, compost pit, tricycle/battery operated tricycle for carrying waste, village level storage unit for plastic waste management, menstrual management unit are done under solid waste management.

    An amount of Rs.60 per person for solid waste management in villages with a population of up to 5000 and Rs.45 per person for solid waste management in villages with a population of more than 5000 is admissible for solid waste management in each revenue village. As per the instructions given in the Government Decision 21 November 2021, there is a provision to spend 30 percent of the amount of the work by the Gram Panchayat from the grant received from the 15th Finance Commission. While 70 percent of the amount is given from the Swachh Bharat Mission (Graa) phase 2 scheme.

    Liquide Waste Management: –

    The water used for washing dishes and bathing flows next to the house and accumulates in one place. This stagnant sewage creates puddles and creates foul odors, so sewage management is important to prevent outbreaks of disease. Household level and public level absorption pits/ magic pits/ seepage pits, settling ponds, divats, drains for villages of 5000 population. and closed drains, small bores, public cesspools, stabilization ponds, constructed wetlands, divatuses, phytorides, for villages of more than 5000 population. Aeration of Big Pond, Drains/Sewers etc. Works are carried out under Sewage Management.

    An amount of Rs.280/- per person for sewage management in villages with a population of up to 5000 and Rs.660/- per person for sewage management in villages with a population of more than 5000 is admissible for sewage management in each revenue village.     Jal Jeevan Mission: –

    According to the guidelines published by the Central Government on 25.12.2019, the Central Government is committed to supply water to all the families in the rural areas of the country as “Har Ghar Nal Se Jal” (FHTC -Functional Household Tap Connection) till the year 2024. Under the Jal Jeevan Mission programme, it is expected to supply water to every family in all the Wadaya settlements in the districts of the state through individual taps in a phased manner. This has been explained in Jal Jeevan guidelines. Similarly, the annual action plans prepared by the districts. It includes retrofitting work for such individual base connections.

    Sant Gadgebaba Village Cleanliness Campaign: –

    The main objective of the Gram Swachhata Program is to improve the health status of the rural people. The rural people should feel this program as their own and should get spontaneous participation by convincing them of its importance From this point of view Sant Gadgebaba Gram Swachhta Abhiyan, Rashtrasant Tukdoji Maharaj Swachh Gram Competition is being implemented from the year 2000-2001. Also with cleanliness from year 2002-03 And an initiative was started to give special prizes at the Gram Panchaya Taluka, District, Division and State level, who have done substantial work in a specific field related to village development. From the year 2018-19, new guidelines are issued every year from the government level. Accordingly, from the year 2022-23, in the Sant Gadge Maharaj Gram Swachata Abhiyan Competition, the final selection of first place Gram Panchayats from each Zilla Parishad group is made. The gram panchayats with the highest marks from the number one gram panchayats in the Zilla Parishad group in the district After inspection by the district level committee, the village panchayats are honored with the first, second and third and 03 special awards at the district level.

    Selection of Toilet Beneficiaries under Swachh Bharat Mission (Rural) :-

    All below poverty line families who were not benefited earlier under Swachh Bharat Mission (Rural), Also to all the families below the poverty line and the eligible families above the poverty line and the eligible families above the poverty line (SC/ST, disabled, landless labourers, marginal farmers, Eligible families headed by women will be provided Rs. 12000/- incentive grant is given by the government.
