General Administration Department
Introduction
The General Administration Department is responsible for establishment-related work, employee service matters, compassionate appointments, proceedings of the Zilla Parishad General Meeting, subordinate standing committee meetings under the honorable President of the Zilla Parishad, annual administrative reports, meetings of department heads and office heads at the Panchayat Samiti level, employee training, review and administrative action on files received from various departments, and addressing complaints received from the public by forwarding them to the relevant departments.
Vision & Mission
Through the establishment division of the General Administration Department, the complete establishment-related work of officers and employees of Class 1, Class 2, Class 3, and Class 4 is managed. This includes service-related matters, salaries, allowances, retirement pension cases, employee transfers, administrative approval for drivers and vehicles, final action on compassionate appointment cases, recruitment through advertisements, approval of medical bills of officers and employees, and providing necessary administrative opinions on files received from department heads. Additionally, training facilities are provided for employees.
प्रThe department also compiles the annual administrative report of the Zilla Parishad and Panchayat Samiti, obtains approval from the relevant committee, and submits it to the Rural Development Department of the Maharashtra Government. It is also responsible for resolving appeals received from employees, overseeing the work of the Panchayat Raj Committee, ensuring compliance with audit reports from the Local Fund Audit Department, and preparing the Zilla Parishad’s annual diary.
Objectives & Functions
The General Administration Department supervises all department heads at the district level and all offices at the Panchayat Samiti level, organizes meetings, communicates administrative matters to all offices, compiles information for meetings of the honorable Minister, Secretary, and Divisional Commissioner, and ensures compliance with the Model Code of Conduct during elections. It also oversees district-level initiatives such as the Yashwant Panchayat Raj Abhiyan and the Rajiv Gandhi Administrative Efficiency Mission.
The department supervises the proceedings of the General Meetings and Standing Committee meetings of the Zilla Parishad, ensures proper action is taken based on meeting minutes, and makes meeting records available to the public. It also manages legal matters related to cases filed against the Zilla Parishad and appoints lawyers as needed.
