1.About Department-

Works Department is one of the important department in the Zilla Parishad. The Executive Engineer is the head of this department. The construction and maintenance of roads and buildings in rural areas is done by the Works Department.

Introduction:-

The construction, maintenance and repair work of roads and buildings under the jurisdiction of the Zilla Parishad is carried out through the Works Department. At the same time, construction of departmental buildings and repair of existing buildings are carried out from the funds made available with administrative approval from respective departments under the Z.P. For this purpose Works sub-divisions are functioning at taluka level.

The Executive Engineer is the head of the Works Department and under his supervision there are Sub-Divisional Engineers at taluka level. They are appointed by the government’s Works department.

All the other department like

1) Animal Husbandry Department 2) Social Welfare 3) Gram Panchayat Department 4) Agriculture Department and 5) Women and Child Welfare Department etc. The funds available with these department are used to construct new buildings, crematoriums, anganwadis, primary health centers, and repair existing buildings as administratively approved by the concerned department and transfer the work to the concerned department as soon as the work is completed.

The Executive Engineer, Works Department is responsible for the control, technical advice and implementation of works regarding buildings and construction work in the Zilha Parishad.

1.2) Vision and Mission–

A) Considering the representations received from time to time regarding non-plan roads, G.P. A plan for the repair and improvement of roads and rural roads and buildings owned by G.P. is prepared in accordance with the budgetary provisions. Budgets are submitted for administrative approval with the approval of the G.P. Subject Committee for the works in the plan according to the funds available as per the provisions.

1.3) Objectives Work text-

a)Works suggested by people’s representatives, complaints/reports received from time to time, problems and other emergency situations as per instructions received from time to time by the Z.P. A PCI register is prepared by listing the required road works in priority order by road survey at the level.

b) To carry out works from the funds under various schemes received from the government, according to the availability of funds and according to the criteria of the scheme, the necessary works are prepared according to the priority order in the PCI register.
c) Estimates are submitted for administrative approval with the approval of the concerned department.

Citizens’ Corner-

1) According to the application received from the monopolist (open class / labor union / Sub. Engineer) the registration of the monopolist is done in the prescribed manner.

2) According to the application received for laying pipe line (gas / water etc.) from various private companies along the roads of Z.P., Permission is given by Z.P. after necessary inspection of roads.

3) As per the tender conditions the works up to rupees 10.00 lakhs

are allotted on the recommendation of the Work Allocation Committee as per the applications received through online process.

The construction and maintenance of roads and buildings in rural areas is done by the Construction Department.

Scheme/Undertaking

1) Implementing travel destination development programmes,

Development works of ‘C’ category travel destinations announced through the District Planning Committee are carried out through the said scheme. In order to provide facilities to the devotees and provide employment to the local villagers, through the said scheme, additional roads, toilets, shops, land levelling, auditorium, arch etc. kind of works are done.

2) To implement the ThakkarBappa tribal settlement improvement programme.

According to the decision of the Government of Maharashtra, tribal department, road improvement, road concretization, community temple, building fence, cremation shed etc are done through the scheme. The tribal project office receives funds in proportion to village wise tribal population. Estimates are submitted for administrative approval as per the plan prepared by the Project Office.

3) Implementation of Roads and Bridges District and Other Roads (General-3054) Programme.

The register of rural roads and other district roads is kept in the divisional office and according to the quality of the roads according to the PCI rating and according to the available funds from the district planning committee, the works like road construction, road improvement, road paving are sanctioned.

4) Implementation of Roads and Bridges District and Other Roads (Tribal- 3054) Programme.

A register of rural roads and other district back roads is kept in the divisional office and according to the PCI calculation, according to the quality of the roads and according to the allocation approved by the district planning committee, lakhs of stipends are spent on construction of roads, road improvement, road paving etc.

5) Implementation of Roads and Bridges District and Other Roads (General-5054) Programme.

6) Implementation of Roads and Bridges District and Other Roads (Tribal-5054) Programme

The register of rural roads and other district roads is kept in the divisional office and works like road construction, road improvement, road paving, construction of bridges are approved from this account according to the quality of the roads according to the PCI rating and according to the allocation approved by the district planning committee.

7) Special repair of roads (Group-B, Group-C).

Road quality improvement works are done through this scheme. E.g. Works like strengthening of roads, renovation of asphalt road, renovation of gravel surface are under Group-B and works like small scale constructions, repair/strengthening of weak bridges are done under Group-A.

8) Implementation of hill development programme.

The works suggested by the MLA through the District Planning Committee are carried out through these schemes. Roads, community temples, school houses, moyas, protective dams, bridges are taken up under the hill development programme.

9) Implementation of Local Development (Private Fund) Programmes.

The works suggested by the MP through the District Planning Committee are carried out through these schemes. Construction of roads, community centers, school houses, moyas, protective walls, bridges are taken up under the Local Development Program of MPs.

10) Implementation of local development (Amdar Nidhi) programme.

The works suggested by the MLA through the District Planning Committee are carried out through these schemes. The MLA’s local development program includes construction of roads, community centers, schools, wall compounds, moyas, protective fences and bridges.

11) Construction of Veterinary Clinics / First Aid Centre

The animal husbandry department prepares the necessary work plan for the said scheme and submits it to the construction department. Estimates are submitted for administrative approval according to the availability of funds after actual inspection of the works in the plan. After receiving the administrative approval, the tender process is completed and the works are completed.

12) Construction of Anganwadi Centres

The women and child welfare department prepares the necessary work plan for the scheme and submits it to the construction department. Estimates are submitted for administrative approval as per the availability of funds after monitoring the planned works. After receiving the administrative approval, the tender process is completed and the work is completed.

13) Implementation of 15th Finance Commission (State Level) Programmes.

The 15th Finance Commission programmes works are carried out on 4 different levels such as State level, district level, Taluka level and Gram Panchayat level. In this scheme different types of work at resp. level are done by the zilha Parishad.

14) Construction of district roads from Zilha Parishad Cess

The income received by the Zilla Parishad in various ways, including self-funding of Z.P. Funds are planned in the budget, after deducting the provision for liability works from the available budgetary funds, the works of twice the balance amount are proposed in the plan.

15) To repair roads, bridges and bridges under the jurisdiction of Z.P.

16) Z.P. Repairing buildings (headquarters/taluka level),

17) Pradhan Mantri Adi Adarsh Gram Vikas Yojana.

This scheme has been implemented through the Tribal Development Project. The implementation of this scheme is being done through the Executive Engineer, Works Department, Zilla Parishad, Thane. After the administrative approval order is issued under this scheme, 100 percent of the total amount is transferred to the system. Depending on the progress of the work, the Executive Engineer may spend 60 percent of the amount as R.A. BILL as per the demand of the contractor. 40 percent will be paid as per the joint visit report of the Tribal Development Inspector and Assistant Project Officer of the Tribal Development Department Office. After the completion of the work under this scheme, it will be mandatory for the implementing agency to submit the utilization certificate of the funds provided and the work completion certificate to the project office.
