    Introduction

    Finance Department is one of the most important department of zilla parishad, thane. Various grants which are received works of Zilla Parishad has been distributed by Finance Department to various departments of Zilla Parishad. Specified bills sanctioned by Finance Department as per departments sanctioned budget. Pension of pensioners has been distributed on monthly basics by Finance Department. Chief Accounts and Finance Officer ( CAFO ) is playing role of financial advisor and primary auditor in Zillah Perished. Finance Department is controlling various branches as budget, pension, NPS, Reconciliation, grant, GIS, internal audit, establishment, deposit and security deposit, pay verification ZPFMS system.

    Vision and Mission:

    In Zillah Perishad all of accounting and budget related work has been taken care as per Zilla perished and Panchayta Samiti’s account code 1968 by finance department zilla parishad thane.

    Objectives & Functions :

    1. Budget Branch :

    As per Section 137 and 138 of Maharashtra Zilla Parishad and Panchayat Samiti Act, 1961, the budget of the Zilla Parishad for its own funds and various government schemes is prepared by the Finance Department. After the recommendations of the Finance Committee, the said budget is presented by the Hon. Chairman , Finance Committee , to the Zilla Parishad General Assembly for approval. The original revised budget of the own funds is prepared and submitted to the Finance Committee for its recommendation before 25th February every year. It is submitted to the Zilla Parishad for approval before 27th March every year along with the recommendations of the Finance Committee. Also, a supplementary budget is prepared as per the available amount and it is approved by the Zilla Parishad along with the recommendations of the Finance Committee. The Zilla Parishad General Assembly takes into consideration the amendments and suggestions suggested by the Zilla Parishad. The budget is finalized and sent to the relevant departments for further action.     1. Grants Branch​ :

    The grants which have been received  from the government, finance department is playing role of drawing and disbursing department as per MTR rules. Finance Department is playing role of investor. Finance Department is planning to invest unspent amounts, received tender fees, EMD / SD fund in fix deposit various bank. The income incurred from its interest it will increase income of zilla perished .

    1. Collection Branch :

    As per Section 136 of Maharashtra Zilla Parishad and Panchayat Samiti Act, 1961, the annual accounts of the Zilla Parishad are prepared by the Finance Department . This includes preparation of monthly accounts , consolidated accounts Sample No. 1 to 3 in Ready By doing Obtaining approval from the Finance Committee and Standing Committee of the Zilla Parishad . The annual accounts of the Zilla Parishad are approved by the Finance Committee before 25th August and by the Zilla Parishad General Assembly before 30th September, and the accounts of the Zilla Parishad are submitted to the Government for publication in the Government Gazette before 15th November.

    1. General Provident Fund secation :

    In zilla parishad thane 3051 teachers and 1168 class III& IV employee ( Total – 4219 employee ) GPF recodes has been updated by this branch. Zilla parishad Thane developed software of this and annual GPF ships has been digitally distributed

    1. Defined Contribution Retirement Salary Scheme / National

        pension  :

    As per government resolution dated 19/09/2019 finance Department 873 employee, 805 primary teacher  NPS has been run and maintained by Finance Department zilla parishad Thane.

    1. Pension Branch :

    The procedure of generating PPO’s and giving them pensioners benefits has been taken by Finance Department zilla perished Thane.

     

    1. Internal audit Branch​ :

    All departments of Zilla perished and Panchyat Samiti’s internal audit has been organized on annual basic Finance Department, zilla perished Thane.

    1. Deposit and securely deposit Branch :

    Securely Deposit register in from no 71 is maintained by this branch. The deposited deposit amount is recorded in the deposit register form number 71 as per the demand of the monopolist and after the department submits the deposit refund payment in form number 83, the payments are passed and the security deposits for three years are forfeited and deposited in the district fund and the said forfeited deposits are refunded as per the approval of the standing committee .
