    Rural Water Supply Department

    Introduction

    As per the provisions of the Mumbai Gram Panchayat Act, the responsibility of providing drinking water to citizens in rural areas rests with the respective Gram Panchayats. With a view to providing technical guidance and support to Gram Panchayats at the taluka and district levels, the Rural Water Supply Department has been established at the district level. Under this department, an Operation and Maintenance Cell and a Mechanical Sub-Division function at the district level. In addition, a total of three sub-divisions is functioning at the taluka level.

    The Rural Water Supply Programme is demand-driven in nature. Earlier, Central Government–sponsored accelerated programmes such as Swajaldhara and State Government–sponsored programmes such as Mahajal, along with works undertaken under Tribal and Non-Tribal Sub-Plans, were implemented. From the year 2009–2010 onwards, these programmes were consolidated and implemented as the National Rural Drinking Water Programme (NRDWP).

    To address the drinking water needs of rural areas, various interventions such as piped water supply schemes and borewells are implemented by this department under the demand-driven policy of the State Government through the National Rural Drinking Water Programme. For effective implementation of the Rural Water Supply Programme, the Government, through its resolutions, has adopted a people-centric, demand-based policy emphasizing community participation. As per this policy, the demand, planning, implementation, operation, and maintenance of water supply schemes are to be carried out by the concerned Local Self-Government Institutions. Accordingly, these activities are undertaken through the Zilla Parishad and the Village Water Supply and Sanitation Committees (VWSSC) of the respective Gram Panchayats. Further, in villages where drinking water sources have been affected by quality issues, the supply of safe and potable water is ensured through these schemes.

    Vision and Mission-

    The Rural Water Supply Department is one of the total 14 divisions of the Thane Zilla Parishad. The Executive Engineer is the head of the department. Under the Jal Jeevan Mission program through the Rural Water Supply Department, tap water supply schemes, repair of tap water supply scheme, repairing simple well, taking a new dirt well, a small tap water supply scheme through electric pump/solar pump, implementing scarcity programs.

    Office Working Hours:

    The office is open from 9:45 AM to 6:15 PM, except on the first, second, third, and fourth Saturdays of the month, all Sundays, and other public holidays as per government rules.

    Department Objective:

    To provide  adequate and quality drinking water to every household in rural areas under the “Har Ghar Nal Se Jal” (Tap Water to Every Household) initiative.

    Objectives & Functions –

    Under the Jal Jeevan Mission Program, Har Home Water Scheme.

    From 2009-2010, the National Rural Paying Program, which is a central government-sponsored rally, was re-established in the Water Life Mission. All families in the rural areas have a goal to supply water like water till 2025 as per the water (FHTC-Furnal Household Tap connection). Until 2025, the main entrepreneur of the water life mission is to supply at least 55 per day, at least 55 per day by individual taps in every household in the rural areas of the state.

    Planning criteria –

      1. Every house in the village is 55 l. Supply of pure water through the tap of the man.
      2. Pure water supply to every government offices in the village, schools.
      3. Planning from this emergence by developing that the population of 30 years is sufficient to the population Plan.

    Mechanical subdivision

    The functioning of the mechanical department is involved in the following tasks.

    Managing work

          1. To take a new Bor well under the scarcity as well as tribal deployment, MLA and MP funds and installing hand pumps.
          2. Maintenance and repair by contracting with the gram panchayat of the existing wells.
          3. To make a small NP -PP based on electric pumps and solar pumps.
          4. To update the information of the hand pumps and the recovery of the recovery and actually recover.

    Departmental Work Procedure

    Necessary measures in villages, such as construction of storage tanks, extension of pipelines, new independent schemes, new regional schemes, and small-scale tap water supply schemes based on demand, will be implemented. Accordingly, a village-wise action plan for the next 4 years is being presented. The implementation of the program and its criteria will follow the Government’s preliminary guidelines.

    Lift Irrigation Scheme

    As the tribal area is generally hilly and falls in the catchment area above the dam, sub-irrigation is provided by the government at 100% cost to the tribal farmers to get the benefit of irrigation water from the dam. Plans are implemented.

    Technical task

          1. To repair the wells under the Gram Panchayats who have been contracted through the maintenance repair team.
          2. Flushing the wells.
          3. Surveying by the demands of the Gram Panchayats, to make small NPs through electric pumps and solar pumps from Vindhan wells for small fences.
          4. To take a new ditch well

    Maintenance repair Desk

    Under the Government decision of March 4, 2011, a maintenance repair room has been set up under the Rural Water Supply Department. The maintenance repair room is involved under the function of the room.

    Managing work

          1. To keep the information of water supply schemes throughout the district
          2. To review the cost of gram panchayat -wise water belt and maintenance repair costs
          3. Guidance to the Gram Panchayats on the reduction of electricity consumption
          4. To take appropriate measures to increase the connection for the supply of domestic tap water and look at the fact that the beneficiaries are being supplied with regular and proper pressure.
          5. To take immediate action to resolve the grievances of the beneficiaries.
          6. Maintenance and repair of regional tap water supply scheme.
          7. Repairing a faucet water supply scheme under a water scarcity program, supplementary planning.

    Technical Desk

          1. Training on immediate action to be taken to the concerned Gram Panchayats in the water supply schemes and emergency conditions.
          2. To suggest a preventive measures planning so that the water supply scheme should not be closed.
          3. Although the beneficiaries do not take advantage of the water schemes, the maintenance repair room will continue to look into the scheme.
          4. To look into the fact that the materials fixed according to the required standard for the construction of the schemes will be used.

    In the year 6-8, a water-efficient Shivar Abhiyan was implemented in six districts of Konkan division to permanently overcome the scarcity situation. It was prepared for the coordination of all the departments together to implement various various water and to increase the groundwater level and increase the groundwater level. In this mission, through the Rural Water Supply Department, strengthening the existing water supply in the department, arranging the rainwater collection of rainwater. The works were undertaken.

    The purpose of the mission:

          1. The maximum rainfall of the rain is stopped in the village,
          2. Increasing the level of groundwater.
          3. Increasing the irrigation sector of the state to increase the efficiency of protected water and water use for agriculture
          4. In the rural areas, the sustainable of providing adequate water to all of the state
          5. Increase the water supply by redistribution of closed water supply schemes.

          7. To increase the water storage of water resources by removing sludge from the participation of the people in existing water resources.

    The objective of the plan-

          1. Tribal farmers get the benefit of irrigation water in the dam.
          2. Recharge wells from the leakage and drinking water of the animals. Indirectly Increase in irrigation capacity.
          3. Through the water conservation, the efficient use of water supply, strengthening of water sources, recharge of wells, efficient use of available water was undertaken in the department.

    Achievements

    Under the Jal Jeevan Mission program, out of 261,271 families in the rural areas of Thane district, 188,816 families have been provided with individual household tap connections, ensuring water supply directly to homes.

    In Thane district, 100% of households in 208 villages have received household tap connections, and in 155 villages, the target of 100% coverage has been fully achieved.
