1.About Department-

Works Department is one of the important department in the Zilla Parishad. The Executive Engineer is the head of this department. The construction and maintenance of roads and buildings in rural areas is done by the Works Department.

Introduction:-

The construction, maintenance and repair work of roads and buildings under the jurisdiction of the Zilla Parishad is carried out through the Works Department. At the same time, construction of departmental buildings and repair of existing buildings are carried out from the funds made available with administrative approval from respective departments under the Z.P. For this purpose Works sub-divisions are functioning at taluka level.

The Executive Engineer is the head of the Works Department and under his supervision there are Sub-Divisional Engineers at taluka level. They are appointed by the government’s Works department.

All the other department like

1) Animal Husbandry Department 2) Social Welfare 3) Gram Panchayat Department 4) Agriculture Department and 5) Women and Child Welfare Department etc. The funds available with these department are used to construct new buildings, crematoriums, anganwadis, primary health centers, and repair existing buildings as administratively approved by the concerned department and transfer the work to the concerned department as soon as the work is completed.

The Executive Engineer, Works Department is responsible for the control, technical advice and implementation of works regarding buildings and construction work in the Zilha Parishad.

1.2) Vision and Mission–

A) Considering the representations received from time to time regarding non-plan roads, G.P. A plan for the repair and improvement of roads and rural roads and buildings owned by G.P. is prepared in accordance with the budgetary provisions. Budgets are submitted for administrative approval with the approval of the G.P. Subject Committee for the works in the plan according to the funds available as per the provisions.

1.3) Objectives Work text-

a)Works suggested by people’s representatives, complaints/reports received from time to time, problems and other emergency situations as per instructions received from time to time by the Z.P. A PCI register is prepared by listing the required road works in priority order by road survey at the level.

b) To carry out works from the funds under various schemes received from the government, according to the availability of funds and according to the criteria of the scheme, the necessary works are prepared according to the priority order in the PCI register.
c) Estimates are submitted for administrative approval with the approval of the concerned department.

Services and Facilities
1	Registration of contractors (open category / labor cooperative societies / sub-engineers) is carried out as per prescribed procedure based on applications received.
2	Permission is granted by Zilla Parishad for laying pipelines (gas, water, etc.) along Z.P. roads by private companies after necessary road inspection.
3	Works up to ₹10.00 lakhs are allotted based on recommendations of the Work Allocation Committee, as per tender conditions and applications received through the online process.

Construction and maintenance of roads and buildings in rural areas are carried out by the Construction Department.

Facilities like roads, toilets, shops, land levelling, auditoriums, arches, etc. are developed to support devotees and generate local employment.
2	Thakkar Bappa Tribal Settlement Improvement Programme	Road improvement, concretization, community temples, fencing, cremation sheds, etc. are developed as per Government of Maharashtra directives. Funds are allocated based on tribal population, and estimates are prepared by the Project Office.
3	Roads & Bridges Programme (General – 3054)	Rural and district roads are maintained based on PCI ratings. Works like construction, improvement, and paving are approved as per District Planning Committee funds.
4	Roads & Bridges Programme (Tribal – 3054)	Road development works are carried out based on PCI ratings and approved allocations for tribal areas.
5	Roads & Bridges Programme (General – 5054)	Road construction and improvement works are sanctioned based on road condition and available funds.
6	Roads & Bridges Programme (Tribal – 5054)	Road and bridge construction, improvement, and paving works are undertaken in tribal areas as per approved allocations.
7	Special Road Repairs (Group-B, Group-C)	Road strengthening, asphalt resurfacing, gravel road repairs, and minor bridge repairs are carried out to improve road quality.
8	Hill Development Programme	Works suggested by MLAs through the District Planning Committee such as roads, temples, schools, dams, and bridges are implemented.
9	Local Development Programme (MP Fund)	Works recommended by Members of Parliament including roads, community centers, schools, protective walls, and bridges are executed.
10	Local Development Programme (MLA Fund)	Works suggested by MLAs such as roads, community centers, schools, compounds, and bridges are undertaken.
11	Construction of Veterinary Clinics / First Aid Centres	Animal Husbandry Department prepares proposals. After approval and tendering, construction works are executed.
12	Construction of Anganwadi Centres	Women and Child Welfare Department prepares plans. After administrative approval and tender process, works are completed.
13	15th Finance Commission Programmes	Works are implemented at State, District, Taluka, and Gram Panchayat levels across various sectors through Zilla Parishad.
14	Construction of District Roads from Z.P. Cess	Funds generated by Zilla Parishad are allocated in the budget, and works are planned after accounting for liabilities.
15	Repair of Roads and Bridges under Z.P.	Maintenance and repair works are undertaken using available Z.P. funds after budget allocation.
16	Repair of Z.P. Buildings (HQ / Taluka Level)	Building repair works are planned and executed using Zilla Parishad funds as per budget provisions.
17	Pradhan Mantri Adi Adarsh Gram Vikas Yojana	Implemented through the Tribal Development Project. Funds are released after administrative approval. 60% is paid during execution (R.A. Bill), and 40% after joint inspection. Completion and utilization certificates are mandatory.
